Long Title: An Act to foster the development and ensure the efficient maintenance of an Indian mercantile marine in a manner best suited to serve the national interests and for that purpose to establish a National Shipping Board to provide for the registration, certification, safety and security of Indian ships and generally to amend and consolidate the law relating to merchant shipping.

Section 224: Sending of declaration by owner, agent or master to Central Government.
    (1) The owner, agent or master to whom a declaration of survey is given shall, within fourteen days after the dale of the receipt thereof, send the declaration to such officer as the Central Government may appoint in this behalf.
     (2) If the owner, agent or master fails to do so, he shall forfeit a sum not exceeding five rupees for every day during which the sending of the declaration is delayed and shall pay any sum so forfeited on the delivery of the certificate of survey.
