Long Title: An Act to foster the development and ensure the efficient maintenance of an Indian mercantile marine in a manner best suited to serve the national interests and for that purpose to establish a National Shipping Board to provide for the registration, certification, safety and security of Indian ships and generally to amend and consolidate the law relating to merchant shipping.

    The Central Government may make rules prescribing--
         (a) the form of certificate to be issued by the Director-General under sub-section (2) of section 352N and the particulars which it may contain;
         (b) fees which may be charged for issue of certificates under section 352N.]
         1[(c) the limits of liability of owner in respect of one or more incident of pollution damage or other requirements having regard to the provisions of the Liability Convention.]
