Long Title: An Act to foster the development and ensure the efficient maintenance of an Indian mercantile marine in a manner best suited to serve the national interests and for that purpose to establish a National Shipping Board to provide for the registration, certification, safety and security of Indian ships and generally to amend and consolidate the law relating to merchant shipping.

Section 386: Power to make rules.
    The Central Government may make rules for carrying out the purposes of this Part with respect to a court of survey and in particular, and without prejudice to the generality of the foregoing power, with respect to--
         (a) the procedure of the court;
         (b) the requiring, on an appeal, of security for costs and damages;
         (c) the amount and application of fees; and
         (d) the ascertainment, in case of dispute, of the proper amount of costs.
