Vacancies, etc., not to invalidate proceeding.
1[7D. Vacancies, etc., not to invalidate proceeding.-- No act or proceeding of 1***, the
Board or of any advisory panel shall be deemed to be invalid by reason only of a vacancy in, or any defect
in, the constitution of 1*** the Board or panel, as the case may be.]
