Long Title: An Act to declare 1certain institutions of technology, science education and research to be Institutions of national importance and to provide for instructions and research in branches of engineering, technology, management, education, sciences and arts and for the advancement of learning and dissemination of knowledge in such branches and for certain other matters connected with such institutions.

Section 36: Power to remove difficulties.
    (1) If any difficulty arises in giving effect to the provisions of this Act the Central Government may, by order published in the Official Gazette, make such provisions not inconsistent with the provisions of this Act as may appear to it to be necessary or expedient for removing the difficulty:
     Provided that no such order shall be made after the expiry of a period of two years from the date on which this Act receives the assent of the President.
     (2) Every order made under this section shall, as soon as may be after it is made, be laid before each House of Parliament.
