Section 17: Delegation of powers.
    (1) The Central Government may, by notification in the Official Gazette, direct that the powers exercisable by it 1*** under this Act shall, in such circumstances and under such conditions, if any, as may be specified in the notification, be exercisable also by an officer subordinate to that Government or 2[by the State Government or by an officer subordinate to the State Government.]
     (2) All notifications issued under sub-section (1) shall be laid, as soon as may be, before Parliament.
