Section 18: Vacancies, etc., not to invalidate acts and proceedings of the Corporation.
    No act or proceeding of 1[the General Council, the Board or any of the committees of the Corporation] shall be invalid by reason only of the existence of any vacancy among its members or any defect in the constitution thereof.
