Section 38:
Power to make regulations.
(1) The Executive Committee may, with the previous approval of
the Central Government, by notification in the Official Gazette, make regulations consistent with this Act
and the rules generally to carry out the purposes of this Act.
(2) In particular, and without prejudice to the generality of the foregoing power, such regulations may
provide for all or any of the following matters, namely:—
(a) the members of the Advisory Committees constituted under section 5;
(b) the powers and duties that may be exercised and discharged by the Director-General of the
Bureau under sub-section (4) of section 7;
(c) the terms and conditions of service of officers and employees of the Bureau under
sub-section (2) of section 8;
(d) the manner of grant, renewal, suspension or cancellation of licence under sub-section (1) of
section 15;
(e) the conditions subject to which a licence may be granted or renewed and the fees payable
therefor under sub-section (2) of section 15.
