If any person, without lawful excuse, discharges any firearm in any port subject to this Act, or on or from any pier, landing place, warp or quay thereof, except a gun loaded only with gunpowder for the purpose of making a signal of distress, or for such other purpose as may be allowed by the ¹[Government], he shall for every such offence be punishable with fine which may extend to fifty rupees.
