Long Title: An Act to provide for the levy and collection of a cess on water consumed by persons carrying on certain industries and by local authorities, with a view to augment the resources of the Central Board and the State Boards for the prevention and control of water pollution constituted under the Water (Prevention and Control of Pollution) Act, 1974.

Section 1: Short title, extent, application and commencement.
    (1) This Act may be called the Water (Prevention and Control of Pollution) Cess Act, 1977.
     (2) It extends to the whole of India except the State of Jammu and Kashmir.
     (3) Subject to the provisions of sub-section (2), it applies to all the States to which the Water (Prevention and Control of Pollution) Act, 1974 (6 of 1974) applies and the Union territories.
     (4) It shall come into force on such date 1 as the Central Government may, by notification in the Official Gazette, appoint.
