Notwithstanding the repeal of the Punjab Gram Panchayat Act, 1952 (Punjab Act 4 of 1953) and the Punjab Panchayat Samities and Zilla Parishads Act, 1961 (Punjab Act 3 of 1961) (hereinafter referred to as repealed Acts) the repeal shall not,--
         (a) affect the previous operation of the repealed Acts or anything duly done or suffered thereunder; or
         (b) affect any right, privilege, obligation or liability acquired, accrued or incurred under the repealed Acts; or
         (c) affect any penalty, forfeiture or punishment incurred in respect of any offence committed against repealed Acts, affect any investigation, legal proceedings or remedy in respect of any such right, privilege, obligation liability, penalty, forfeiture or punishment as aforesaid, and any such investigation, legal proceeding or remedy may be instituted, continued or enforced, and any such privilege, forfeiture or punishment may be imposed as if this Act had not been passed.
