Section 51: Power of Local Government to supersede in case of incompetency, persistent default abuse of powers.
    If a district board or local board is not competent to perform, or persistently makes default in the performance of, the duties imposed on it by or under this or any other Act, or exceeds or abuses its powers, the Local Government may, 1*** in Council, by notification, in which the reasons for so doing shall be stated, declare the board to be superseded:
     Provided that, in case of public emergency, the notification may be issued without the previous approval of the Governor General in Council, but shall be immediately reported to the Governor General in Council and shall be subject to his orders.
