Section 2: Transfers of Bombay municipal debentures to be by indorsement and free from stamp-duty.
        Every mortgage of rates and taxes, authorized to be made under the said Bombay Municipal Act of 1865, or any subsequent Act, shall be transferable by indorsement on the instrument of mortgage, and no such indorsement shall be chargeable with any stamp-duty.
