Every appeal against the orders of a Collector shall be presented to the Commissioner within thirty days and every appeal against the order of a Deputy Collector shall be presented to the Collector within fifteen days from the date of the orders. Order passed in appeal by a Commissioner or a Collector shall not be open to any. further appeal, but the Board of Revenue or the Commissioner may call for any case, and pass such orders thereon as they may think proper.
