Long Title: An Act to consolidate and amend the law relating to co-operative societies, with objects not confined to one State and serving the interests of members in more than one State, to facilitate the voluntary formation and democratic functioning of co-operative s as peoples institutions based on self-help and mutual aid and to enable them to promote their economic and social betterment and to provide functional autonomy and for matters connected therewith or incidental thereto.

Section 45K: Appointment of Returning Officer and other officers.
        1[45L. 45K. Appointment of Returning Officer and other officers.-- (1) The Authority may appoint a Returning Officer to conduct the election of the multi-State co-operative societies and discharge such functions, as directed by the Authority, in such manner as may be prescribed.
     (2) The Central Government shall provide such staff and officers to the Authority as may be necessary for the efficient discharge of functions by the Authority under the Act. (3) The Authority may appoint,--
         (a) such observers as it may consider necessary to supervise the elections and discharge such other functions as may be prescribed; and
         (b) such number of Assistant Returning Officers as it may consider necessary to assist the Returning Officer.
